    A million people watched an AI-fabricated video showing non-existent Iranian strikes devastating Haifa before Meta took any action. The clip sat unlabelled on Facebook whilst generating engagement, spreading misinformation about an active military conflict, and only drew a response when Meta's own Oversight Board forced the issue months later. The video was just one element of a wave that collectively reached 100 million views.

    The incident exposes a fundamental weakness in how the world's largest social network handles synthetic content during geopolitical crises. Meta's approach amounts to an honour system: the company expects users who upload AI-generated material to flag it themselves, then waits for complaints before considering whether to attach warnings. According to the Oversight Board's findings released this week, this passive strategy proves "neither robust nor comprehensive enough to contend with the scale and velocity of AI-generated content" when conflicts intensify and platform engagement spikes.

    The board, which Meta established in 2020 as what it termed a "semi-independent" supervisory body, issued a stinging rebuke on Tuesday. The 21-member panel characterised the proliferation of fake conflict footage as challenging "the public's ability to distinguish fabrication from fact" and creating "a general distrust of all information" at precisely the moment accurate reporting matters most.

    An enforcement gap measured in millions

    Meta's handling of the Haifa video illustrates the exposure window between when misleading content goes live and when moderation mechanisms activate. The clip originated from a Philippines-based Facebook account presenting itself as a news source last June, amid the Iran-Israel conflict. It depicted damage that never occurred. Multiple users flagged concerns. Meta did nothing.

    The company only acknowledged the issue after a Facebook user escalated the matter directly to the Oversight Board and the board opened a formal review. Even then, Meta's initial position was that the footage required neither labelling nor removal because it did not "directly contribute to the risk of imminent physical harm."

    That threshold strikes at the heart of the problem. A video need not directly incite violence to erode information integrity during a crisis when populations are trying to assess genuine threats and events.

    Meta's response to the board's ruling suggests minimal commitment to systemic change. The company pledged to label the specific video within seven days and promised to apply the board's guidance to "identical" content appearing in the "same context." The wording is revealing. Meta appears to be defining compliance narrowly rather than addressing the structural inadequacy of its detection architecture.

    A board with recommendations, not authority

    What happens when oversight has no teeth? Meta's relationship with its own advisory board offers a case study. The company funded the panel's creation and routinely highlights its existence as evidence of responsible platform governance. Yet the board frequently disagrees with Meta's content decisions, and the company has continued relaxing moderation policies regardless.

    The board itself has acknowledged it lacks enforcement power. Its rulings carry weight only insofar as Meta chooses to implement them. According to the board's statement, the Haifa incident raised concerns about "inefficiencies in Meta's current approach during armed conflicts" that it had flagged previously. The phrasing suggests a pattern: the board identifies problems, Meta makes limited adjustments, the underlying issues persist.

    This dynamic raises questions about whether the oversight structure functions as meaningful accountability or as reputational cover. The board can recommend that Meta "proactively" label synthetic content "much more frequently." Whether the company builds the technical infrastructure and dedicates the resources to do so remains entirely at its discretion.

    The economics of inaction

    Why doesn't Meta deploy more aggressive AI detection during conflicts? The answer likely lies in the economics of engagement. Viral content drives platform usage regardless of veracity. Building proactive detection systems requires substantial investment in computer vision, forensic analysis tools, and human review capacity scaled to handle spikes during breaking news events.

    Research from various disinformation analysts following the Iran-Israel conflict documented how quickly fabricated footage spread across platforms. The BBC's analysis at the time identified synthetic videos amassing at least 100 million collective views, split between pro-Israel and pro-Iran narratives. Each view represents engagement data, ad impressions, and time spent on platform.

    Meta operates at a scale where manual review cannot keep pace with the volume of uploads. The company's strategy of relying on user self-disclosure essentially outsources the labelling problem to content creators, who have every incentive not to flag their own material if they're deliberately spreading misinformation.

    Complaint-based moderation means enforcement happens only after content has already circulated widely, if it happens at all. The Oversight Board has called on Meta to develop better AI detection tools and implement more robust labelling systems. Meanwhile, Meta's own stated approach to labeling AI-generated content relies heavily on self-reporting and a network of fact-checkers who review content after it has already spread.

    The company's narrow commitment following the board's ruling signals that substantial reform isn't forthcoming. Unless regulatory pressure or advertiser concerns force the issue, Meta appears likely to maintain an approach that prioritises scale and engagement velocity over pre-emptive content verification. The next conflict will test whether the company shifts course or whether another million viewers will encounter fabricated footage before anyone intervenes.
